Can you possibly assist with EN590 Diesel 10PPM.
I am in possession of an ICPO, which I have been instructed not to share. It was intended for a supplier in Kazakhstan. The whole order was agreed but in the last minute the Kazakh supplier increased the price and the sale fell through. Now the buyer is looking again and I was approached.
The buyer is European.
I have extracted selected parts from the ICPO which I am allowed to share;
Commodity: EN590 Diesel 10 PPM
Origin: Kazakhstan
Quantity: 100,000 MT Spot, then 250,000 MT per month for 12 months.
Contract Period: 12 months
Price: 750 USD and we add our commission 35 USD (we have several people involved –
Delivery Terms: FOB
Inspection: BV for the quality and quantity test report.
Payment: MT103 / TT Payable 100% after successful DIP test at the sellers tank and presentation of the documents required
Commissions: As per NCNDA/IMFPA

FOB Procedures Tank to tank:
1. Buyer receives FCO sign & stamp.
2. Buyer issues ICPO containing the Sellers procedure with banking details and scanned copy of Buyers passport along with
(TSA) Tank Storage Agreement (TSA) from Buyer’s Logistic Company.
3. Seller issues SPA/MOU and Commercial Invoice (CI) for the available products in Tank at the Port, for Buyers review and
send back in WORDS File for endorsement.
4. The Sellers verify the Tank Storage Agreement (TSA) provided by the Buyer. Upon successful verification and approval of
the authenticity and availability of the Storage Facility reserve in favour of the Buyer. Seller releases the below POP documents
directly to Buyer’s secure email.
A. Copy of Legalized Commercial Invoice.
B. Copy of Commitment to Supply.
C. Copy of Injection Report
D. Copy of Fresh SGS (Not Older Than 48 hrs.)
E. Copy of ATS -Authorization to Sell & Collect
F. Copy of Authorization to Verify (ATV)
G. Copy of Dip Test Authorization (DTA)
H. Copy of Commitment Letter to Supply
I. Copy of Statement of Product Availability.
J. Copy of Tank Storage Receipt (TSR) with Barcode, GPS Coordinate, Tank Hub Number
5. The Buyer Conducts Dip Test in the product in the Sellers reservoir.
6. Buyer provides Authority to Inject (ATI) from its Logistic Company to enable Seller commence Injection of Product into the
Buyers Tank.
7. Within Twenty-Four (24) Hours Authority to Inject (ATI) Buyer TT/MT 103 to Seller designated bank
8. Injection to Buyer tank within 24 Hours once the payment received, and transfer of documents to Buyer name.
9. Seller thru Paymaster makes payments to Seller’s Consultants/Intermediaries. The Buyer makes payment to Buyer’s
Consultant TBA
As for the buyer, the paymasters bank is Bank of America (Swift: BOFAUS3N). The issuing bank is Sparnord A/S, a bank in Denmark. (Swift: SPNODK22)
They have additional banking resources of: DBS, Singapore, BPS, SUISSE, Standard Chartered Bank Singapore.
The date of the document is very recent and expires 23 November 2022. I have a copy of the buyers passport. It is Danish.
They also sent me a copy of a tank storage services agreement and an FCO.
The client is asking if we are interested firstly and secondly the price. I get the feeling they have a sense of urgency on this as their original deal feel through.
