High-specification Self-Elevating Liftboat (Jack Up Barge). The technical requirements outlined below are based on the benchmark. Proposals for vessels that are equal or very similar in specification and capability are invited for consideration. The primary objective is to secure a versatile and reliable asset capable of supporting our offshore projects.

1. GENERAL & PRINCIPAL PARTICULARS

Vessel Type Class 320 Liftboat / Self-Elevating Unit Similar class liftboat or Jack-Up Barge with equivalent capabilities will be considered.

Year Built Not specified in benchmark. Crucial Requirement: Preferably built 2015 or newer. Vessels must be in excellent condition with a full, recent survey report available.

Classification American Bureau of Shipping (ABS) IACS member classification (e.g., BV, DNV, Lloyds Register) is acceptable. Please provide current class status and survey reports.

Class Notations ?A1, Self-Elevating Unit, ?AMS, ?ACCU, ?DPS 2, Unrestricted Service DPS-2 is a mandatory requirement. Equivalent notations for machinery (AMS) and control systems (ACCU) from an IACS member are acceptable.

Flag Any Flag state is negotiable and can be changed subject to buyers operational requirements.

Depth: 6.20m Minor deviations (+/- 5%) may be considered, but the overall deck area and stability must meet performance requirements. Please provide the General Arrangement plan.

Leg Length 97.5 m (including spudcans) Leg length must be sufficient for the specified operational water depth. Please specify the material and design of the legs.

Operating Draft 4.0 m A shallow draft is a key feature. Please confirm the draft with spudcans fully retracted.

2. OPERATIONAL CAPABILITIES & PERFORMANCE

Max Water Depth (Operational) 67.0 m This is a critical performance parameter. Vessels with a certified operational water depth of 60m or greater are required.

Environmental Criteria Must be capable of operating in up to 4.0m waves and 70-knot winds, and surviving in up to 9.0m waves and 100-knot winds. Provide the full operational envelope (V-H-T diagram). Site-specific assessments and capabilities will be reviewed in detail.

Variable Deck Load (VDL) 1,500 MT Minimum 1,500 MT is required. This is essential for project flexibility.

Usable Deck Area 900 m² Minimum 850 m² required. The deck layout must be clear and suitable for project equipment and container placement.

Deck Strength 10 MT/m² A high deck loading capacity is essential. Please confirm the uniform and any high-loading point capacities.

Transit Speed 6 knots (in calm sea) Minimum 5-6 knots transit speed. Please provide fuel consumption data for transit and DP operations.

3. ACCOMMODATION

Persons on Board (POB) 336 Total POB (in a mix of single, double, and 4-men rooms) Target capacity of 300+ POB is highly preferred. Please provide a detailed cabin layout plan and confirm compliance with modern comfort and safety standards.

4. MACHINERY & DECK EQUIPMENT

Jacking System NOV Electric Rack and Pinion System An electric jacking system is highly preferred for its reliability and precision. Proposals must specify the make, model, and jacking speeds (with and without load).

Main Crane Huisman Deck Crane; 300 MT @ 15.0m radius Main crane capacity is a critical requirement. A reputable make (e.g., Huisman, Liebherr, NOV) with a minimum lift of 250 MT is mandatory. Full crane load charts must be provided.

Auxiliary Crane(s) One Kingpost Crane; 38.8 MT @ 7.5m An auxiliary crane with a capacity of ~30-40 MT is required for general deck operations.

Propulsion & Positioning 3 x 1000KW Azimuth Thrusters (Aft)

2 x 500KW Thrusters (Fwd) DPS-2 system (Kongsberg, Navis, or equivalent) is mandatory. Vessel must have sufficient thrust for station keeping in specified environmental conditions. All thrusters driven by VFDs is the standard.

Main Generators 4 x 1,700 eKW (Cummins) Total power output must be sufficient to support all operations simultaneously (jacking, full crane load, hotel load, DP). Provide details on engine make, model, running hours, and maintenance history.

Emergency Generator 1 x 550 eKW (Cummins) A fully compliant emergency generator is required.

5. CAPACITIES & SYSTEMS

Tank Capacities Fuel Oil: ~460 cu.m

Freshwater: ~200 cu.m

Drill/Ballast Water: ~480 cu.m Capacities should be similar to the benchmark to ensure operational endurance. Please provide a detailed list of all tank capacities.

Helideck Sized for Sikorsky S61N / S92 Must be certified for common offshore helicopter types (e.g., S92, AW139, Bell 412). Please provide details of certification (e.g., CAP 437) and load rating.

Safety Systems SOLAS compliant; Lifeboat capacity for all POB; Fire & Gas detection. Full compliance with MODU/SOLAS is mandatory. Life-saving appliances (LSA) and fire-fighting equipment (FFE) certificates must be valid.
